Brussels has said that the help given to the Ciudad de la Luz film studios in Alicante by the regional Generalitat Government were illegal. The EU said the public money was not provided under market conditions and therefore Spain has to recover the 265 million € invested in the creation of the centre. It questions the decision to create a new cinematography centre when there were two already in Madrid and Barcelona. The European Commission opened a full investigation in 2008 after several complaints, to determine if the financing which the Generalitat conceded to the Ciudad de la Luz met the European regulations on State help. The Generalitat has said it will appeal the ruling.
