MARBELLA is preparing to turn itself into the capital of haute cuisine by hosting the presentation of the Michelin Guide 2015. Campaign promoters have been working towards Marbella hosting the event, which will take place on November 19, for four years. The presentation of the Michelin Guide at the Hotel Los Monteros could have an economic repercussion on the area of as much as €10 million according to Maria Asenjo, director of OAK Power (the organisation which has been lobbying for the presentation to come to Marbella). Asenjo explained that the dream began four years ago when there was a meeting of chefs who have Michelin stars at El Lago. "From that day we knew that we had to get it" explained Asenjo. She then went on to comment that the competition had been stiff and that she and her team had spent more than 600 hours dedicated to bringing the presentation to Marbella. Dani Garcia, local Michelin starred chef and head of gastronomy for the event, said that Marbella should be proud of itself for having achieved this honour.

"The risk to UK travellers and people working in [affected countries] of contracting Ebola is very low but we have alerted UK medical practitioners about the situation in West Africa and requested they remain vigilant for unexplained illness in those who have visited the affected area. In that time local people had been looking after the sick and carrying out burials, which could actually help to spread the virus, she added. Ebola kills up to 90% of those infected, but patients have a better chance of survival if they receive early treatment. Massive increase in Brits abroad drug arrests

DRUG arrests of Britons in Spain have soared, with an incredible 68% increase on the previous year. In total, 708 Brits have been arrested overseas on drug charges already this year – a shocking 173 of which were in Spain, according to the UK’s Foreign Office. A worrying trend is the reported rise in the use of a party drug named ‘Cannibal’ – due to its tendency to dramatically increase aggressiveness. It is apparently being distributed widely in parts of Spain, including the Balearics. A British man was arrested in Magaluf, after biting beachgoers while high on the drug. The rapid rise in drug-related arrests is due to a serious crackdown on dealers launched by police this year. The second-largest number of drug arrests involving Britons last year was in America, with 102 cases.

EU Must Investigate CIA European Prisons Case

EU member states should carry out a thorough investigation into CIA-run prisons in Europe, where the inmates were subjected to torture, Russian diplomat Konstantin Dolgov said Monday. "Human rights activists are reasonably demanding the government of Poland to finally conduct an effective investigation into secret CIA prisons on its territory. Similar steps should be taken by other EU member states on which territories CIA torture camps operated," the Russian Foreign Ministry’s Special Representative for Human Rights wrote on his Twitter page. Last week, the European Court of Human Rights (ECHR) ruled that Poland violated an international treaty to protect human rights by hosting secret CIA prisons on its territory. The case was filed by two men who charge they were taken to a secret CIA black site in a Polish forest and subjected to torture before being transferred to Guantanamo Bay. An investigation into the detainees' treatment was opened in Poland in 2008 but is still not concluded – a situation that has been condemned by the UN's anti-torture body. Poland is one of a number of European countries accused of hosting secret CIA prisons. Meanwhile, Romania, Bulgaria, and Lithuania also have had allegations made against them for being part of the CIA black site network.

Suspicion of attempting to smuggle drugs arrests in Morocco

The Cyprus Foreign Ministry has confirmed that five Cypriots have been arrested in Morocco on suspicion of attempting to smuggle drugs out of the North African country. The Cypriots – whose ages are still unknown but are said to be over “18 years of age” – were arrested last week as they attempted to leave the country and are said to be looking at criminal charges relating to drug trafficking. Although the exact amount was unconfirmed, sources yesterday suggested that the group attempted to smuggle 15 kilos of hashish out of one of the country’s airports. “We can confirm that five Cypriots have been detained in Morocco and we are liaising with our Embassy in Paris, which is also responsible for Morocco, in an attempt to stay in contact with the individuals,” Ministry official Petros Kestoras told The Cyprus Daily on Tuesday. “We are as yet still unaware as to the exact amount of illegal substances they are said to have reportedly attempted to smuggle. We are also unaware of the exact substances. We do know that criminal procedures are ongoing and that the five individuals are obviously in police custody.” Morocco is one of 32 countries that impose capital punishment for offences involving the illegal importing, exporting, sale, or possession of narcotic drugs and psychotropic substances. But there has only been only one execution since 1983, and it happened in 1993. A total of 198 people were sentenced to death between 1956 and 1993, although there was an 11 year lull in executions between January 1982 and August 1993. The issue over capital punishment is a hot topic in Morocco. Officially, the stance of the current government is for "de facto" abolition but the Ministry of Justice has declared that terrorism is still an obstacle to "de jure" abolition. Figures from the US State Department claim that – until 2010 - a total of 104 inmates were on death row. According to a United Nations report, Morocco is a major source for cannabis, of which several hundreds tons reach mainly European markets every year.

Cannabis cultivation is concentrated in the underdeveloped region of the Rif in the North, for which the Government has adopted a national five-year development programme. In addition to the significant illicit trafficking of cannabis resin, the country is affected by growing international trafficking of heroin and cocaine and by related organised crime, including money laundering. As the main supplier country, “Morocco has long been a popular route by which drugs enter Europe”. It is a transit point for the ‘hashish’ consumed in Europe, but also of other illegal drugs principally coming from Latin America and East Asia.

The coast of Spain is the most common landing point of the drug, and to a less extent France, United Kingdom and other European countries Back in December 2012, Spanish police seized eleven metric tons of hashish smuggled from Morocco on trucks with tanks rigged to hide the drugs. Thirty five people were arrested in what was described as the breakup of a major smuggling ring that fed the European market.

A Spanish court will push ahead with prosecuting the Barcelona forward Lionel Messi for alleged tax evasion despite a recommendation from the public prosecutor the charges be dismissed. The prosecutor argued in June that Messi’s father Jorge was responsible for the family’s finances and not the four-times World Player of the Year. However, the court in Barcelona has decided that Lionel Messi could have known about and approved the creation of a web of shell companies that were allegedly used to evade taxes due on income from image rights. The judge in the case ruled that the case against both Messis should continue. Argentina’s Messi and his father were accused last year of defrauding the Spanish state of more than €4m (£3.1m) by filing false returns for the years 2006 to 2009. They have denied wrongdoing.   One of the world’s highest-paid athletes, Messi earns just over $40m (£23.5m) a season in salary and bonuses, according to Forbes magazine, as well as about $23m from sponsors. The magazine has him as the fourth top-earning athlete behind the boxer Floyd Mayweather, Real Madrid footballer Cristiano Ronaldo and basketball player LeBron James.

Third of holidaymakers fall victim to crime in Spain

A new study shows that one in every three Irish people robbed while on a foreign getaway believe they, or a travelling companion, "looked like a tourist" when targeted by thieves. Men are more likely to be robbed with a map in hand or camera around their neck with 33pc of those targeted admitting they were an obvious target for opportunistic thieves, compared to 25pc of women. Overall more than one in every 10 Irish people (12pc) admitted to being robbed while on their holidays in the study by AA Ireland. Men are more commonly targeted than their female counterparts while abroad.

Spain is the holiday destination where most Irish people are robbed with a third of those surveyed revealing they had been robbed there, followed by France and Italy – three of the most popular places for Irish people to holiday. Of the 3,000 holidaymakers surveyed, more than one in every 10 (12pc) said they had been pick pocketed while only slightly less (10pc) said they had items stolen from their accommodation. Another one in 10 had their bank card stolen while the same number revealed they were targeted on public transport. Only 3pc said they were mugged or had their passport or bags stolen. Nearly three out of four (72pc) reported they have never been targeted by thieves while on holidays.

AA Ireland spokesperson Miriam O'Neill said it was important to "blend in" with the locals as much as possible to avoid being targeted. "It's a question of being conscious of your surroundings and making you and your belongings as inaccessible as possible. I'd always advise travellers to know what's covered in their travel insurance too," she said. The majority of robberies are opportunistic, the survey reveals. However, one couple were raided after culprits punctured their tyre then posed as good Samaritans before robbing them. Another person said they were almost robbed by a woman with a baby strapped to a fake arm, leaving her actual hand free to pick pocket.

The vessel was intercepted last March when 30 nautical miles SE of Málaga. The 63.5 metre long ‘Mayak’ was constructed in 1968 and was flying the Sierra Leona flag. The investigators call this type of ship the mother ship, because they receive and supply drugs to other smaller ships which bring the drugs to the European coast.



When customs boarded the ship, she had been loaded up just an hour before and eight crew were caught red-handed introducing the bales of drug into the bodega.

Six lines to Fuengirola and Alora have been cancelled due to a lack of train drivers. The termination will affect almost 1,500 people. The drivers union says that many more drivers are needed to keep the services going. On the other hand, Renfe said that part of the problem is that driver absenteeism has gone up by 10%. The company also added that they were doing their best to ‘urgently resolve the problem to get things back to normal as soon as possible’. However, they gave no guarantee or target date on this. The drivers union believe that Malaga requires at least eight more drivers and that Renfe simply need to employ more. They point out that there are 500 unemployed drivers they could hire tomorrow and that they paid €22,000 to take the training course. They also warned that under these current conditions, problems are set to continue all summer long.

A nationwide raid on a criminal group recently netted the Spanish police an extensive booty: 52 cars and motorbikes, as well as two boats, and 6.5 tons of gold and silver. Rather than let the spoils go to waste, the Spanish interior minister and other top security officials lighted on a novel cost savings in these hard economic times.

Four of the cars, it turned out, were newly armored and better than the ones they had. So they decided to use them. Jorge Fernández Díaz, the interior minister, got special permission in April from a court in Valencia to use the armored cars for police purposes. The court is handling the investigation into the criminal group and overseeing its seized assets. Confirming a report published this week in the newspaper El Mundo, Mr. Fernández Díaz stressed the cost savings of the unconventional vehicle upgrade.

Four bulletproof cars used by the criminals are valued at about 400,000 euros, or nearly $540,000. “We are saving money for the public treasury, for citizens, and we are raising our means to fight these gangs with greater efficiency,” the minister told reporters. The secretary of state for security and the director general of the Spanish police are also using confiscated armored cars, which are far newer as well as lighter than their previous cars. In any case, officials said, the previous cars had been due for expensive maintenance and repair work. A 2011 cease-fire by ETA, the Basque separatist group, prompted significant cuts in government spending on armored vehicles and bodyguards to protect officials. The cease-fire also coincided with a financial crisis that put the spotlight on unjustified government spending in a time of austerity, which left many Spaniards struggling with tax increases and salary cuts. During a four-decade campaign of terrorism, ETA killed more than 800 people in bombings and assassinations. José María Aznar, a former Spanish prime minister, escaped with light injuries when his armored car was bombed in Madrid in 1995. At the time, he was the leader of the opposition Popular Party. But ETA, which issued a statement this month saying it had dismantled its military wing, has not killed anyone on Spanish soil since 2009. Spain’s government, however, says that the group must surrender unconditionally and turn over all its weapons. Defending the use of the confiscated armored cars, Mr. Fernández Díaz said it was not unusual for crime money to aid Spain’s public finances, or for the Spanish state to make use of “decommissioned” assets after criminal cases are closed.

Last year, for instance, money seized and accounts frozen as part of drug trafficking cases added €22.1 million, or nearly $30 million, to the Spanish treasury. Before getting the armored cars, the minister said, his security forces had already inherited some boats and aircraft from criminals, without providing a detailed listing. “This is not the first time, and hopefully not the last,” he said. What has become of the boats, he did not say.

She organised and attended two events in the area in aid of a variety of charities. The first was on Saturday, a golf tournament benefiting Global Gift, an organisation that brings different influential people and organisations together for charitable causes. The event was held at the glamorous La Quinta club.

Then on Sunday night, Longoria attended the Global Gift gala in aid of Global Gift, the Eva Longoria Foundation and the Bertin Osborne Foundation. The event attracted many wealthy guests who paid €500 each for a seat.

The star’s foundation, helps deprived women and children in the US-Latino community by giving education and opportunities, whereas, the Bertin Osborne Foundation aids children who suffer from cerebral palsy.

Global Gift is now planning on distributing the money raised to five different organisations in Marbella, according toFox News Latino.

The sponsors took care of all the event’s expenses, so the money raised went in total to good causes.

“In other galas, in the end, you have to pay all the organisational costs and the money raised ends up going for the party,” explained Global Gift founder Maria Bravo. 

Luckily, this wasn’t the case because Iberia Airlines covered the celebrities’ journeys, the chef, Martin Berasategui, took care of the dinner and the Don Pepe Hotel supplied accommodation.

MEMBERS of a small-town motorcycle club linked to the Hells Angels have failed in their appeal to retrieve their confiscated guns. A decision was handed down today by the Victorian Civil and Administrative Tribunal upholding a decision to cancel four Tramps bikies’ gun licences because of their membership and social associations with other gangs. The verdict comes almost a year after nine current and former members of the Tramps MC fronted the Firearms Appeal Committee, one of which is a mobile butcher, arguing that Victoria Police had no right cancel their licences. Club head Ronald Harding, who took leave to withdraw, butcher Michael Oxenham, Malcolm Dinsdale and David Windsor are now considering appealing the decision to the appeal court of the Victorian Supreme Court. In August 2012, Chief Commissioner Ken Lay made a controversial decision to seize more than 100 registered guns from members of “outlaw’’ bikie gangs across the state. The VCAT appeal, taken on by four Tramps members, was seen as a test case for other “outlaw’ bikie members who also had their gun licences cancelled. If you thought low-cost air travel couldn't get any more bleak, then Airbus has a treat in store for you. The aeroplane manufacturer has now filed patent for the what looks like a human battery-farm, but is in fact the future of budget flights: racks upon racks of folding saddle-seats for even more passengers to be jammed onto aeroplanes, packed in knee-to-rump.

While some airlines have already removed their folding tray tables and squeezed leg-room down to brutal knee-capping levels, Airbus have gone one step further, doing away with the idea of proper seating altogether. In their ultra-economy vision, seating aisles will instead take the form of long horizontal poles, from which bicycle-like saddles and small back and arm rests will pivot out, on to which humans will be placed, skewered together like table-football players.

“The design of the seats has to be optimised so that they present the smallest possible bulk,” says Airbus, explaining that the saddle-style seat has been developed “in order to reduce the distance needed to accommodate the legs of passengers between two rows of seating devices.”

Gas reps detained for defrauding the elderly

THE Guardia Civil have arrested two representatives of a ‘gas company’ who were thieving in people’s houses when they went to make their inspections. The victims, always elderly, would get a phone call a few days before the inspection; during the phone call the representatives would always inquire as to the age of the people in the house. The victims would be informed that two representatives would visit the house to make sure that everything conformed to standards and was safe.

They would charge €356 for this service and, when the victims would go in search of the cash, the reps would follow them to find where they hid their money and then go back later, while their colleague distracted the elderly person, and steal whatever cash they could find. Investigations began when a complaint was made to the Guardia Civil, by an 84-year-old man, who claimed that after a gas inspection he was left €3,000 short - this was money he had been saving in order to buy a hearing aid. Police rapidly identified and arrested the two individuals who made the visits as well as the woman who would make the preliminary phone calls and the appointments. Investigations into the matter are ongoing as the police suspect that there are a lot of victims who have not yet spoken up about the matter. All three are out on bail until their case goes to court.

THE Local Police in Benalmadena are one of the most tech savvy forces on the coast.

They regularly use the social networks to inform the public about crimes ranging from drug dealing to paedophilia and have an open communication policy on their Twitter account (@policia_benalm).   They tend to shy away from using institutional language and communicate in the same manner as the rest of the users of the social networks. #avoid accidents - grab a cab is one of their usual Saturday night reminders to the general public to avoid drink driving.   Benalmadena Local Police opened their Twitter account last year in April principally to send out press notes and official information but they soon realised that the system had enormous possibilities and started to send out messages about cyber bullying and domestic violence, as well as the usual warnings not to drive drunk.   Because they are a local force they can send messages which directly relate to the residents of the municipality on local matters like which roads are fluid, where there may be any problems around the town or if there may be a wave of pick pocketing going on.  

Police headquarters in the town commented that the decision to use the social networking site, which is not used by any of the other Local Police forces in the area - not even in the capital, was not an easy one as there are many ‘trolls’ online who can hack into an account and ruin it.   They decided to take the risk anyway as they thought it would heighten their profile with the public, which it has done, and help them to improve their image of helping the community rather than just handing out parking tickets.   In other Costa del Sol policing news, the Malaga police force are ageing, with no replacements in sight.   Currently, the average age of a local police officer in Malaga is 45.   Malaga Council is said to be concerned about the ageing force as, due to cutbacks, there has been no ‘new blood’ since the recession started.   Although the council is aware of the problem, they have stated that they are not going to do anything about it for the moment as they do not have the budget to remedy the generational handover needed.   The number of police officers on the roster in 2003 was 980, but the force now has only 924 officers. Of these 924, 40 per cent are over the age of 45 and another 130 have had to be given light duties due to physical problems.  

Due to the budget cuts the council has decided to ‘in the short term’ open up another 30 places, the same as they did when a similar problem happened with the fire brigade in 2008.   Francisco de la Torre, mayor of Malaga, has commented that even though experience is a good thing in a police officer, there is a need for a younger generation to take over in order to bring the average age down. He underscored the fact that all police officers over the age of 50 are given light duties unless they can pass a stringent, yearly, physical test.

Travellers are being advised to power up electronic devices in hand luggage as part of new security measures introduced at UK airports.

The move comes as the US stepped up its airport security, although the Department for Transport (DfT) said there was "no change to the UK threat level, which remains at substantial" - the third of five possible threat levels. So what has changed and what will it mean for passengers? What are the new restrictions on charging devices in your hand luggage? Passengers passing through airport security will have to prove their electronic devices are powered up by switching them on.

What gadgets are included? As well as mobile phones and laptops, the DfT guidance includes devices such as electrical shavers, hair-straighteners and cameras or any other camera equipment. No complete list has been provided but the general advice applies anything "with a battery", so other items such as handheld games consoles and e-readers could also be checked. What will happen if my device cannot be switched on? The government guidelines say passengers carrying devices which they cannot switch on "face not being allowed to bring the device onto the aircraft". Passengers would then have to choose between charging the device if possible, leaving it behind (see below) or not getting on their flight. What will happen if I leave an electronic device? Some airlines have outlined ways customers can get their devices back. British Airways said passengers could either keep devices at airports for customers to collect or have them forwarded to another address, at the airline's expense.

Virgin Atlantic has said likewise. EasyJet said it was seeking clarification from the government on the new regulations and had not, so far, issued any specific instructions to passengers. Can I charge my device at the airport? To avoid the risk of missing your flight or having your device taken away, make sure it is fully charged and check that the airport you are travelling from has a charging point. If for any reason you have a device with a flat battery, charging points are available near security in most airports - so if you have enough time before your flight you should be able to charge it up.

NEWLY improved jellyfish warning app has been launched for the Costa del Sol this summer.

The free infomedusa app, available for all androids and iphones, provides a jellyfish forecast for the entire coast, as well as general data on beach conditions.

The first version of the app was downloaded more than 4,000 times last year.

In 2012, large numbers of jellyfish gathered in seas around the Malaga coastline, with thousands of tourists being stung.

The app explains how best to deal with a sting, specifically advising users to wash the skin with water, not urine, as popularly believed.

Those stung are also recommended to seek medical treatment at a first aid station on the beach.

The move takes the property developer, which had 3.6 billion euros ($4.8 billion) of debt at the end of September, closer to becoming Spain's second-largest bankruptcy after Martinsa Fadesa, which defaulted on 7 billion euros of debt in 2008.

Dozens of property companies have collapsed in Spain, where house prices have fallen around 40 percent since their 2007 peak. With the country locked in a deep recession, analysts expect prices to fall further still.

Spain's banks were crippled by the property market bust, eventually requiring the state to agree a European bailout for its lenders of almost 40 billion euros last year. Indebted property firms have asked banks for debt relief but patience is wearing thin among lenders saddled with soured property assets.

 

Reyal Urbis is 70 percent owned by construction magnate Rafael Santamaria and its creditors include Santander, BBVA, Bankia and Banco Popular.

The company, which valued its property portfolio at 4.2 billion euros in June 2012, said it would continue to operate as permitted by Spanish insolvency laws.

Its insolvency petition now goes to court and its fate will be in the hands of a judge.

Reyal Urbis said Santamaria would remain at the helm of the company and he still hoped Reyal Urbis could reach a deal with its creditors, given "the good will of all negotiating parties".

The company had until Feb. 23 to reach a debt restructuring deal with the banks or file for insolvency. Sources close to the matter told Reuters on Friday that creditors had rejected the company's 3.6-billion-euro proposal.

Trading in the company's shares was suspended on Tuesday, Spain's stock market regulator said. The stock had plunged 99 percent since June 2007 to close at 0.124 euros on Monday.

At the end of 2011, Reyal Urbis owned some 888 finished homes in a country where over a million homes lie empty. The company also had 8 million square metres of land for development and 237,000 square metres of commercial property, including offices, shopping centres, industrial property and hotels.

A huge wildfire is approaching the wealthy resort of Marbella on Spain's Costa del Sol, where the authorities have evacuated thousands of people.

Flames reached the Elviria area on the edge of Marbella early on Friday.

About 1,000 people have been evacuated from the edge of Marbella, about 3,300 from Ojen and others from a camp site at Alpujata, Spanish media report.

They include at least 300 British expats sent to evacuation centres, the UK embassy told the BBC.

Marbella is famous for its up-market hotels and villas - it is a favourite haunt of wealthy foreigners.

Overnight the fire spread rapidly through a 12km (eight-mile) coastal strip, not far from holiday resorts.

Two people have suffered serious burns and some homes have been engulfed by the fire.

The Costa del Sol is one of Spain's most popular holiday destinations and home to a large British expatriate community.

The British embassy says it is working closely with the Spanish authorities and consular staff have been deployed to assist those affected.

Much of Spain's countryside was left tinder-dry this summer by a prolonged heatwave. There have been major wildfires in northern Catalonia - near the Pyrenees - and on La Gomera, in the Canary Islands.

The wind speed has dropped since Thursday and the air is more humid, so there are hopes that the Costa del Sol blaze can be contained soon.

More than 250 firefighters are battling the fire, helped by 17 aircraft dropping water to douse it, Spain's El Pais news website says.

The fire started on Thursday afternoon in the Sierra Negra area of Coin, near Malaga and has now affected an area of some 1,000 hectares (2,471 acres).

Part of the AP-7 highway was cut temporarily, but other roads are unaffected. It is not yet clear how many homes have been damaged or destroyed.

Estepona Town Hall sacks 176 municipal workers

The news was given on Wednesday by the Councillor for Personnel, Pilar Fernández-Figares Estepona Town Hall has sacked 176 municipal workers. The PP Councillor for Personnel, Pilar Fernández-Figares, announced on Wednesday that the 176 workers are victims of the ERE Employment Regulation which the Town Hall put forward in June. The workers will be compensated with 2.5 million € and they will be given their ‘finiquito payments of 408,000 € between them. Pilar Fernández-Figares said one they were sacked the Town Hall will start to work on a new ‘training program for the reinsertion of the sacked workers’.

BMW to sell luxury cars for less online

BMW will sell cars over the Web for the first time as the world's largest maker of luxury vehicles seeks an inexpensive way to reach more buyers to recoup spending on its electric models.

A direct online sales platform for BMW's new I sub-brand will be unique in an industry where, outside of small-scale experiments, competitors leave Internet orders for cars to dealers. BMW's range of strategies for the models, including a roaming sales force backing a limited showroom network, reflects the challenge carmakers face as low-emission vehicles trickle into dealerships to sluggish demand after years of development.

"There is considerable risk in BMW's approach of promoting the I brand so prominently," said Stefan Bratzel, director of the Center of Automotive Management at the University of Applied Science in Bergisch Gladbach, Germany. "There is the image risk, if they don't succeed as quickly as expected, and then there's the main risk of costs, which can only be countered with high deliveries."

BMW opened the I models' first showroom Tuesday in London, although only prototype cars and informational materials will be displayed at first because the vehicles themselves won't go on sale before next year. BMW is spending about $3 billion developing the i3 battery-powered city car and i8 plug-in hybrid supercar, according to an estimate by Frost & Sullivan. Industry sales of electric cars last year, at 43,000 vehicles, were only 57 percent of the 75,000 deliveries predicted by Sarwant Singh, a London-based automotive partner at the consulting company.

Starting prices posted

The four-seat i3, scheduled to reach the market in late 2013, will be priced at about 40,000 euros ($48,500), Bratzel estimated. That compares with a 23,850-euro starting price ($29,388) in Germany for the 1-Series, the cheapest BMW-brand car. The i8, targeted for sale in 2014, will cost more than 100,000 euros ($123,221), according to Ian Robertson, BMW's sales chief.

Details of how I-model buyers, the website and dealerships will interact are "still in the planning process" and will be communicated later, Linda Croissant, a spokeswoman at Munich- based BMW, said last week. Sales will be focused on the world's major urban areas, she said.

The online sales option is aimed at a generation of drivers used to making daily purchases over the Internet, and will be an extension of the car configuration that most automakers offer customers to view models with desired options such as interior colors, seat materials and roof styles.

Test drives not an option

The Internet platform may take a while to catch on because "many customers will still want to go somewhere to look at and drive the vehicle before buying," said Ian Fletcher, an auto analyst in London at research company IHS Global Insight.

"With new technologies, there may be even greater skepticism about buying a car over the Internet, as in many cases you'll have to win the confidence of customers that it works and there is support for them," Fletcher said in an email.

The setup may help BMW reduce expenses: Internet sales require less than half the cost of distributing through a dealership, according to Ferdinand Dudenhoeffer of the Center Automotive Research at the University of Duisburg-Essen in Germany. That allows online car prices to be 5 percent to 7 percent less than showroom tags.

Still, BMW sees standard dealerships as "the backbone of what we are doing in the interface with the customer" for the I models, Robertson said in June at a press presentation at the sub-brand's Park Lane showroom in London.

Dealer selection criteria

Outlets will be restricted to dealers with high BMW-brand sales volume who have floor space as well as capacity to work with I models' powering technology and carbon-fiber body material, Robertson said. The carmaker has chosen 45 of its approximately 200 dealers in Germany to sell the i3 and i8, a ratio that will probably be similar elsewhere, he said.

Dealers will be designated as agents for the I models, which provides an "advantage" by keeping the vehicles on the carmaker's books, the association of BMW distributors in Germany said in an email.

Electric vehicles' disadvantages versus conventional cars include costly battery packs, limited ranges and the time needed to recharge. Consumer reception to models like the Nissan Motor Co.'s Leaf and General Motors Co.'s Chevrolet Volt has been tepid.

"Currently available electric cars have a limited market success because they are a big compromise," said Arndt Ellinghorst, a London-based analyst at Credit Suisse AG. "Customers are not willing to compromise and spend a lot of money."

Carbon fiber bodies lighter

BMW Chief Executive Officer Norbert Reithofer started Project I at the end of 2007 as tighter emissions regulations threatened the viability of sporty sedans. BMW chose to create all-new vehicles that use expensive carbon fiber for a lighter body to make up for the weight of the battery system.

The approach contrasts with a decision by Daimler AG's Mercedes-Benz Cars division to convert existing models, such as the van-like B-Class or two-seat Smart, to electric power.

To make its electric vehicles more attractive, Stuttgart, Germany-based Daimler's Smart brand offers to lease the battery separately from the car. The automaker has a target of selling more than 10,000 of the models next year, with a starting price of 18,910 euros plus monthly battery rental at 65 euros.

The I models' new technology poses risks for BMW, "but they have no choice if they want to keep their premium and image as an innovation leader," Ellinghorst said.

The i3 and i8 will probably be among BMW's lowest-selling models through 2024, alongside the existing Z4 roadster, according to IHS estimates. In 2014, the first full year of production, BMW will probably deliver 31,380 i3s, compared with 564,760 of the best-selling 3-Series model and 18,101 Z4s, a study by the research company shows.

BMW's stance is that the models should produce earnings from the start, sales chief Robertson said.

"We clearly, as a company, go into any product launch with the view of making profit, which is no different with the I brand," Robertson said. "This is a car line just as every other car line, and we intend to make profit from Day 1."

It will cost two million € to connect the electricity, and nobody wants to pay.The empty Guadalhorce Hosptial in Cártama

The Guadalhorce Hospital has been completed in Cártama on the Costa del Sol, but it has been empty for several months with no opening date planned.

To continue installing the equipment in the hospital it has to be accepted as meeting requirement, and to show that hospital is as planned, but for that to take place it must be connected to the electricity supply.

The problem is that will cost two million €, although the originally quoted price was 300,000 €, to install the electrical connection required. Endesa say the problem is that to supply the hospital an electrical substation at Villafranca del Guadalhorce will have to be expanded.

Cártama Town Hall has said they cannot meet the extra cost, which has put the budget up five fold. Mayor Jorge Gallardo says he thinks the electricity company is ‘making the most of the circumstances’. 

However the Junta say they think the 2 million bill should be met by the Town Hall. They say the electricity contract was undertaken by Cártama Town Hall.

The Guadalhorce Hospital has been built thanks to an agreement between the Málaga Diputación, the Junta de Andalucía and the Cártama Town Hall, to give the district its long-wanted hospital. Many foreigners live in the inland area and have complained about the time to get to a hospital in Málaga.

Officials say the flames have been fanned by strong winds

Forest fires raging in Spain's north-eastern Catalonia region have left three people dead, officials say.

Two French nationals drowned in the sea close to the border with France while trying to escape the flames, Catalonia's interior minister said.

Strong winds gusting up to 90km/h (55mph) have rendered one fire "out of control", he said.

All residents of the county of Alt Emporda - about 135,000 people - have been ordered to stay indoors.

The area is a main link for holidaymakers travelling to and from southern France. Traffic on the cross-border AP-7 motorway was reported to have been severely disrupted on Sunday.

Cardiac arrest

The two French victims were among several people who were trapped by fire as they travelled along the N-260 main coastal road near the town of Portbou and tried to reach the sea by climbing down cliffs, according to Catalan Interior Minister Felip Puig.

The victims were a 60-year-old man and his 15-year-old daughter, Spanish media reported.

A 75-year-old man died after suffering a cardiac arrest in Llers, north-west of the area's main town, Figueres.

At least another 19 people have been wounded, including a French national who suffered burns on 80% of his body when he was caught in his car by the flames.

The fire near Portbou has been brought under control, according to media reports, while a much larger blaze further inland, around the border town of La Jonquera, was still spreading late on Sunday, Felip Puig said.

The fire, travelling at about 5-6km/h, came within 10km of Figueres, Mr Puig said.

A total of about 13,000 hectares (32,000 acres) of forest are estimated to have been devastated in the area, according to the authorities.

Spain Scraps Siesta as Stores Stay Open to Spur Spending

The Spanish shopping siesta may be about to become the latest victim of the sovereign debt crisis. To stimulate spending after a 23 percent drop in retail sales since 2007, the euro region’s fourth-largest economy this month approved measures that allow shops of more than 300 square meters (3,229 square feet) to open for 25 percent longer a week. The new rules may encourage the outlets to sell during the traditional afternoon snooze from 2 p.m. to 4 p.m., and on an additional two Sundays or holidays a year for a total of 10. “When everything was fine, nobody complained, but now that things have gone awry, then it’s another story,” said Carmen Cardeno, director general for domestic commerce at the nation’s economy ministry, which created the rules. “We need to evolve and be more flexible.” Spain is following its European neighbors in trying to liberalize shopping hours that have traditionally been checked by governments in the region to protect religious observances, for rest and on behalf of smaller retailers that have fewer resources to staff shops around the clock. England has allowed retailers to open for longer on Sundays during the Olympics than the six hours usually allowed. In France, food shops can be open 13 hours a day and stores located in tourist areas have the right to open on Sundays. Spanish shops are allowed to open for less time than anywhere else in Europe, according to its government, which was asked by retail associations to allow large stores to open 16 Sundays or holidays a year. Some smaller merchants opposed the extension, arguing that the bigger stores would have the necessary manpower and they wouldn’t. The new measures allow stores 18 additional business hours a week and will permit merchants to decide when to cut prices in sales instead of only twice a year. Siesta Time The country’s regions will get to decide how to implement the rules, though they usually follow the lead of the central government. In Madrid, which is an exception, stores have been able to open for as long as they want since July 15. Outlets of less than 300 square meters also have no restrictions on opening hours, though the Spanish tradition of eating at home and having a siesta means most shopkeepers keep their businesses closed for about two hours in the middle of the day. The new measures may not be enough to offset shrinking demand in Spain’s 217 billion-euro ($264 billion) retail industry, which is worsening each year the crisis goes on in a nation where one in four people is out of work. The number of companies seeking bankruptcy protection rose 22 percent from a year earlier to 2,224 in the first quarter, according to the nation’s statistics institute, with commerce being the third- largest contributor behind construction and housing firms and industrial and energy companies. ‘Almost Insignificant’ Javier Millan-Astray, director general of retail association ANGED, said the approved loosening of restrictions on opening hours doesn’t go far enough. “The government’s reform is almost insignificant,” Millan-Astray told reporters in Madrid, when retail groups pushed for 16 Sunday openings. The associations’ “new proposal would help boost consumption and create more jobs because when we open on a holiday, people come and shop. It’s unbelievable that amid this crisis, we have to keep our stores closed.” Spain has been wrestling with the dilemma of preserving its culture and modernizing the industry for decades. The socialist government of Jose Luis Rodriguez Zapatero in 2004 rolled back liberalization of opening hours instituted by his predecessor, bringing them back to rules from the 1990s and leaving the country with the tightest regulations of any European country. Job Creation Even with the latest proposals, “retail regulation is hurting both business and customers in Spain,” said Fernando Fernandez, a professor at the IE Business School in Madrid. “Both big and small retailers would benefit from fewer restrictions. When big retailers such as Ikea or Zara open a store, all small shops in that area benefit from that.” Ending the restrictions completely would create 337,581 jobs across all industries and add 17.2 billion euros to economic growth this year, according to a study commissioned by the government, which examined the implications of several scenarios. The nearest of those to the current proposals, under which stores open on 16 Sundays or holidays, could have added 47,945 full-time retail jobs, the study found. About 1.8 million people worked in retail in the first quarter, 0.3 percent less than in the year-earlier period. Stores are also bracing for change as the government looks to the retail industry to help boost tax revenue.
